Support to the Development of Agroforestry Concessions in Peru (SUCCESS)

Summary

The research supports a groundbreaking but as yet untested and unregulated provision in the new Peruvian Forest Law, which allows the establishment of Agroforestry Concessions on public land as an opportunity for poor rural dweller families to legalize their tenure status. Thus, this legal initiative responds to the frequent cases of unplanned encroachment of small scale agriculture on public forest land and resulting adverse social and environmental impacts, and aims at both recovery of degraded land as well as the provision of livelihood options to poor rural dwellers through the establishment of agroforestry systems. Agroforestry Concessions have great potential to become an effective instrument for sustainable rural development in Peru, but its implementation now requires the development and approval of subsidiary laws and regulations (reglamentos) to define for each zone and situation the specific operational aspects  including: principles (for the decision on the system), criteria (for its implementation) and indicators (for evaluation), thereof eligible practices, support mechanisms for financing, technology and marketing, necessary investments in logistics and infrastructure and monitoring tools. This project aims at generating the urgently needed scientific basis to adequately respond to these challenges so to enable the speedy implementation of the new law. Our research describes suitable management practices for the different legal zones, provide suggestions for simplifying bureaucratic processes, and identifies practicable suggestions for the farmers to gradually improve their agricultural practices towards agroforestry systems that comply with the law and each zone requirement
