O principal objetivo do diagnóstico foi obter uma visão geral sobre a serraria da empresa Peracchi, no município de Tailândia, PA, como um dos parceiros potenciais do projeto ”Manejo florestal sustentável em escala comercial na Amazônia brasileira”, realizado através do convênio entre a Embrapa Amazônia Oriental e o Centro Internacional de Pesquisa Florestal (Cifor). O levantamento considerou a descrição geral da região e dos atores envolvidos no processo de uso da floresta, bem como a análise financeira da serraria. As informações de campo foram levantadas em duas semanas, em outubro de 1998, pelos técnicos envolvidos no projeto e por um grupo de estudantes de engenharia florestal da Faculdade de Ciências Agrárias do Pará (FCAP). O diagnóstico mostrou que Tailândia, como região típica de fronteira, dependeu muito do setor florestal. Depois de mais de dez anos de exploração da madeira e da sua industrialização por mais de 50 serrarias, os recursos próximos da cidade já diminuíram bastante. Como resultado do grande número de incentivos legais e ilegais do uso da terra e de grande flutuação, o sistema dos atores relacionados com o uso dos recursos florestais era bem heterogêneo e complexo. A serraria da empresa Peracchi era uma das poucas que produziam também para o mercado externo. A empresa começou um projeto de manejo de aproximadamente 12.000 ha, aprovado pela Ibama, aplicando técnicas de exploração convencional. As atividades mostravam grandes deficiências ecológicas, sociais e econômicas. Os colonos que moravam próximos ao projeto não foram fortemente atingidos pelas atividades de exploração. Foram calculados custos de US$ 15,4/m³ para a exploração de 32.000 m³/ano. O transporte foi terceirizado e causou custos de US$ 9,05/m³. A serraria consumiu 27.500 m³ Francon/ano e produziu 12.000 m³ de tábuas. Assim, a taxa de aproveitamento relacionado com o volume real das toras foi de 35%. A produção de um metro cúbico serrado custava, em média, US$ 84. O custo total de exploração, transporte e serraria era de mais de US$ 2 milhões/ano. Motivado pela esperança de certificação, o proprietário mostrou grande interesse em ser parceiro do convênio Embrapa/Cifor. Relacionado ao projeto de manejo sustentável, foram detectados, principalmente, os seguintes problemas: falta da consciência e capacidade do pessoal, falta de estratégias para garantir o abastecimento da serraria com madeira, insuficiência de documentação legal e perigo de invasão.

Socio-economic survey of the timber enterprise Perracchi in the region of Tailândia in Pará, Brazil: The main objective of this document was to receive a general impression about the activities of the saw mill of Peracchi enterprise in the region of Tailândia in Pará as one of a potential partner in the project “Sustainable forest management at commercial scale” realized by the cooperation between Embrapa Amazônia Oriental and the Center for International Forestry Research. The study included a general description of the region and the stakeholders involved in the use of forest resources, as well as an financial analysis of sawmill activities. The information in the field were gathered in October 1998 during two weeks mainly by students of the Agrar-Faculty of Pará. The study showed, that Tailândia was a typical older frontier region, which depended strongly form the forest sector. After more than 15 years of timber harvesting and the industrialization by more than 50 sawmills, the forest resources at proximity of the city decreased significantly. As a result of a high number of legal and illegal land-use incentives and the strong fluctuation, the system of forest stakeholders was quit complex and heterogeneous. The sawmill of Peracchi was one of the few ones, producing timbers for export markets. The enterprise already started a forest management project in 12.000 ha, proofed by the responsible government institution. They applied techniques of conventional logging showing a lot of ecological, economic and social deficits. The settlers near the project weren’t affected strongly. The exploitation of 32.000 m³/yr. Costs were about US$ 15,4/m³. The transport was managed by consultants for US$ 9,05/m³. The sawmill consumed 27.500 m³ Francon/yr. and produced 12.000 m³/yr. Only 35% of the felled volume were transformed in products. One cubic meter of boards cost US$ 84/m³. Overall, the sawmill caused costs of US$ 2 Mio/yr. Motivated by the expectation of certification, the timber enterprise showed a strong interest in participating to the Embrapa/Cifor-project. In relation to this, the following problems were detected: lack of conscience and capacity of the enterprise staff, missing of a strategy to ensure the deliver of timber in longer terms, insufficiency of documents and the danger of illegal invasion of the project area.
